Umbrella Incubator Vendor Programme
Aimed at budding bumiputera entrepreneurs who own building material factories related to the property industry, this incubator programme seeks to widen the vendor's market and improve the quality of their products with the help of PKNS.
For 5 years the entrepreneurs will come under the care of PKNS, during which they will be guided and groomed into more confident and experienced vendors. After completing the programme, they can then compete at a level field with more established players in the open market. To ensure the built quality, PKNS constantly monitors the quality of the products manufactured. As shown by the annual increase in the value of work done, the contribution of vendors has become increasingly vital to PKNS’ property development efforts.
Bumiputera Sub-Contractors
The goal of this programme is to train bumiputera sub-contractors skilled in contract works to compete in the open market.
Objectives
- To produce passionate, experienced and competitive bumiputera sub-contractors
- To provide job opportunities to bumiputeras in the field of construction
- To encourage small contractors to expand and upgrade to become bigger class contactors
Selection criteria
- Class C to F contractors who are registered with the Pusat Khidmat Kontaktor (PKK)
- Must possess work experience of more than 5 years
- 100% bumiputera owned share capital and directorship
- 100% bumiputera control of company management and project
- Successfully completed at least two projects within 5 years according to schedule
- Free from disciplinary action by PKK• Able to produce work-in-progress reports
Purchasing/Rental Fund
This programme was designed to assist bumiputera businesses to successfully attain retail outlets in huge private commercial complexes. Through the programme, PKNS has acquired shop lots in Mid Valley Megamall, Amcorp Mall and around Petaling Jaya. They are then rented out to interested entrepreneurs at 50% subsidised fee for the first year, 30% for the second and 20% for the third.
Objective
- To encourage the involvement of bumiputera retailers and businesses in private shopping complexes around the Klang Valley
- To produce competitive and resilient bumiputera entrepreneurs in the retail business
Strategy
- To rent or buy strategically-located retail lots in shopping complexes
- These rented or purchased outlets will then be rented out to retailers
MPPB Academy
Training and guidance classes are important platforms for entrepreneurs to gain invaluable industry insights and strengthen their business networking. That is why the MPPB Academy plays such an important role in ensuring that existing and future entrepreneurs are equipped with the latest business knowledge. This can be delivered through seminars, courses and training conducted.
Exposure through MPPB Academy will create a positive impact on the entrepreneurs especially those who have yet to enter the business world.

- To provide training and courses to existing and future entrepreneurs to equip them with the necessary and latest business know-how
- To produce entrepreneurs who are experts in their field and able to compete in the business world

PKNS Umbrella Incubator Office Scheme (SPIN)
SPIN program is designed to help new entrepreneurs attain suitable office spaces within strategic client-friendly locations. This service offers initial assistance for entrepreneurs to establish their business. The rental duration is for one year only. Each year, 16 applicants will join this program to rent office spaces and booths at a minimum rate. SPIN also provides other facilities such as telephone, fax and internet services.
SPIN is yet another entrepreneurial program created by PKNS to assist bumiputera entrepreneurs who just started their business. It is an amenities package that covers office, training and guidance facilities, offered to the entrepreneurs until they can operate independently.
Objective
- To nurture new bumiputera entrepreneurs in any business sector
- To financially assist new bumiputera entrepreneurs by offering low overhead cost
- To assist bumiputera entrepreneurs to attain office premises until they can operate on their own
- To provide business management courses that will be valuable fresh entrepreneurs
- To create more resilient entrepreneurs by offering guidance and professional consulting in building a business.

Application requirements
- A bumiputera with 100% bumiputera company status
- Aged between 21 to 50 years
- Has a project or business to be run
- Business operating less than 3 years
- Does not possess an office space
- Has the financial capacity
Rental Duration
Facilities can only be rented for up to one year. After the said duration, entrepreneurs will have to look for their own office space.
Selangor PERMATA Club
Kelab PERMATA was established in 2001 with the aim of exposing students of public and private higher learning institutions to the benefits and future of entrepreneurship. Club members will be offered a variety of courses and seminars to draw their interest in the field and consequently make entrepreneurship their chosen career path.
Objective
- To build awareness and instill an interest in business among bumiputeras by nurturing entrepreneurial culture
- To strengthen business knowledge and entrepreneurial skills, alongside mastery in information technology
- To nurture a new generation of K-Entrepreneurs who are resilient, competitive and ambitious
- To guide young entrepreneurs towards greater success and distinction.

PERMATA Selangor Young Enterprenuer Program
To instill an entrepreneurial culture amongst the younger generation, PKNS launched the PERMATA programme at 51 high schools throughout Selangor. Since its inception in 1998, as many as 6,875 bumiputera students have become members of this programme through the formation of 275 privately owned companies. Each company consists of 25 shareholders, 5 committee members and operates for 9 months. 51 business units costing RM12,000 - RM15,000 each were created to further encourage participations in this programme.
Among the activities and programmes conducted throughout the year included briefings to the principle and consulting teachers, courses for board members and guiding teachers, young entrepreneurs' camps, Permata Selangor promotions and sales, and the Selangor Young Entrepreneurs Programme.

PERMATA Secretariat in Selangor

- Programme preparation
- Selection of schools within Selangor
- Processing and certifying company registrations
- To supervise and monitor programmes
